About the Global Proclamation Commission

Vision

To see “all pastoral leaders trained, and every pastor a trainer.” Together, we seek the fulfillment of the global proclamation commission of the Lord Jesus—“that repentance and forgiveness is to be proclaimed in His name to all nations” (Luke 24:47; cf. Acts 1:8).

Calling

To advance church health worldwide—so church health will keep pace with church growth, especially in Asia, Africa, and Latin America. Everywhere, and especially where the Church is growing, people mourn the hollowness of the Christian message because of the shallowness of Christian obedience. When the health of the Church is nurtured (Eph. 4:7-16), personal transformation affects marriages, families, vocations, and societies (Gal. 6:10).

Role

To enhance pastoral health by providing ministry skills, tools, and relationships at every necessary level of pastor training. God uses pastor trainers to deliver spiritual health to pastoral leaders who shepherd millions of lives each day. No other “profession” consistently influences more lives over the long term than pastoral ministry. Thus, pastoral leaders need to learn to preach, live, think, and serve biblically (1 Pet. 5:1-4).

GProCommission History

1997

RREACH convenes a consultation at the Billy Graham Institute of Evangelism (Wheaton, IL, USA) with participants from 99 organizations.

  • Participants convicted of “the sin of doing one’s own thing.”
  • TOPIC (Trainers of Pastors International Coalition) is born to accelerate nonformal pastor training.
  • Hundreds of nonformal training initiatives connect to TOPIC at varying levels.
2010

At the Lausanne Congress, formal and nonformal pastor trainers meet to bridge the training divide.

2011

RREACH launches the Global Proclamation Commission (GProCommission), a two-decade human capital campaign to champion pastoral training—especially where church health lags behind church growth.

2011–2020
(First Decade: RREACHABLE 2020)
  • Momentum builds at GProCongress I (Bangkok, 2016), an eight-day event with four years of follow-up.
  • Goal: reduce the global deficit of trained pastors by 5% (100,000 leaders).
  • Outcome: 280,000+ pastoral leaders better trained by mid-2021—exceeding goal, under budget, ahead of schedule.
2021–2030
(Second Decade: RREACHABILITY 2030)

Focus shifts from training more pastors to multiplying trainers of pastors.

June 2022

Representatives from TOPIC (nonformal), MentorLink (informal), and ICETE (formal) unite around urgent need to deliver better training faster.

November 2022

ICETE’s global consultation theme: “Formal and non-formal theological education: beyond dialogue.”

March 2023

TOPIC gathers key nonformal organizations to ask, “How might collaboration accelerate the training of pastors globally?”

April 2023

MentorLink launches the Pastors Mentoring International Network (PMIN).

November 2023

GProCongress II (Panama) convenes trainers of pastors under the theme of multiplying pastor trainers.

  • Each delegate commits to raising at least one new pastor trainer per year.
  • Each new trainer commits to train an average of 10 pastoral leaders by 2030, aiming for 1 million better trained pastors by 2030, the Lord willing.
October 2024

GProCongress II – Africa Edition convenes 141 trainers of pastors from 33 countries in Nairobi, Kenya, in response to the deep regret and repeated request of hundreds of African applicants unable to attend Panama 2023.

  • Delegates commit to raising 4,809 new trainers of pastors each year and training 23,627 pastoral leaders annually, advancing the shared 2030 vision
2025

The GProCommission launches MLTPL 100 (“Multiplying Local Trainers of Pastoral Leaders”) as a focused expression of the 2030 vision, seeking to see:

  • pastor training initiatives rooted in 100 countries,
  • 1,000 Bible colleges and seminaries engaged
  • pastor training embedded in the ministry philosophy of 10,000 pastors and churches.
